Fractions, Decimals, and Percent Equivalence - Seventh Grade Mathematics
Percents, fractions, and decimals represent three distinct mathematical dialects describing the exact same underlying ratio of parts to a whole based on one hundred.
The Conceptual Meaning of Percent
The word percent derives from the Latin phrase per centum, signifying by the hundred or out of one hundred. A percent is a ratio whose denominator is always one hundred, represented symbolically by the percent sign (%).
THE EQUIVALENCE TRIANGLE

[ Decimal ] <---> [ Percent ]
All three notations describe the identical rational value.
When you examine a hundred-grid consisting of ten rows and ten columns of equal squares, forty-two shaded squares can be described in three equivalent forms: as the fraction forty-two hundredths (42/100, which simplifies to 21/50), as the decimal zero point forty-two (0.42), or as forty-two percent (42%).
Visualizing 42% on a 100-Grid:

| # # # # # # # # # # (Row 1: 10 squares) |
| # # # # # # # # # # (Row 2: 10 squares) |
| # # # # # # # # # # (Row 3: 10 squares) |
| # # # # # # # # # # (Row 4: 10 squares) |
| # # . . . . . . . . (Row 5: 2 squares) |

Total Shaded: 42 out of 100 = 42/100 = 0.42 = 42%
Systemic Conversion Protocols
Fluency in mathematics requires seamless translation across all three numerical representations.
+-----------------------+-----------------------------------+--------------------+
| Desired Conversion | Algorithmic Procedure | Example |
+-----------------------+-----------------------------------+--------------------+
| Percent to Decimal | Divide by 100 (shift decimal 2 | 68% -> 0.68 |
| | places left) and drop % symbol | 4.5% -> 0.045 |
+-----------------------+-----------------------------------+--------------------+
| Decimal to Percent | Multiply by 100 (shift decimal 2 | 0.375 -> 37.5% |
| | places right) and attach % symbol | 1.4 -> 140% |
+-----------------------+-----------------------------------+--------------------+
| Fraction to Percent | Convert to decimal via division, | 3/8 = 0.375 |
| | then multiply by 100 | 0.375 -> 37.5% |
+-----------------------+-----------------------------------+--------------------+
| Percent to Fraction | Write over 100, eliminate decimal | 35% = 35/100 = 7/20|
| | points, simplify to lowest terms | 12.5% = 125/1000 |
| | | = 1/8 |
+-----------------------+-----------------------------------+--------------------+
Percents Greater Than 100% and Less Than 1%
Percents are not restricted to values between zero and one hundred. Percents greater than one hundred percent represent quantities larger than the initial baseline reference. For example, two hundred fifty percent of a quantity represents two and one-half times the original whole (250% = 2.50 = 5/2).
Percents Greater than 100%:
175% = 175 / 100 = 1.75 = 1 and 3/4
Percents Less than 1%:
0.4% = 0.4 / 100 = 4 / 1000 = 0.004 = 1 / 250
Percents smaller than one percent represent fractional slivers of one hundredth. Be vigilant with placement: zero point four percent is not zero point four; it is four thousandths (0.004).
Benchmark Equivalencies to Memorize
Certain benchmark fractions recur across mathematics and daily commerce. Memorizing their decimal and percent equivalents develops computational speed and estimation accuracy.
+-------------------+-------------------+-----------------------+
| Fraction | Decimal | Percent |
+-------------------+-------------------+-----------------------+
| 1 / 2 | 0.5 | 50% |
| 1 / 4 | 0.25 | 25% |
| 3 / 4 | 0.75 | 75% |
| 1 / 5 | 0.2 | 20% |
| 2 / 5 | 0.4 | 40% |
| 1 / 8 | 0.125 | 12.5% |
| 3 / 8 | 0.375 | 37.5% |
| 1 / 10 | 0.1 | 10% |
| 1 / 3 | 0.333... | 33 and 1/3% (33.3%) |
| 2 / 3 | 0.666... | 66 and 2/3% (66.6%) |
+-------------------+-------------------+-----------------------+
When working with thirds, remember that thirty-three and one-third percent is exact, whereas thirty-three point three percent is a rounded approximation.
Exercises
Work through each problem carefully in your notebook before reading the provided solutions.
Exercise 1. Convert the fraction seven-twentieths into an equivalent decimal and percent.
Exercise 2. Express the decimal zero point zero six five as both a percent and a simplified fraction in lowest terms.
Exercise 3. Convert two hundred twenty-five percent into a decimal and an improper fraction reduced to simplest form.
Exercise 4. A scientific water test indicates that a mineral impurity accounts for zero point zero eight percent of a liquid sample. Express this concentration as a decimal and as a fraction in lowest terms.
Solutions
Solution to Exercise 1. To convert seven-twentieths to a decimal, divide seven by twenty. Twenty goes into seventy three times with a remainder of ten; twenty goes into one hundred five times with zero remainder. Thus, seven-twentieths equals zero point thirty-five (0.35). To convert zero point thirty-five to a percent, multiply by one hundred: thirty-five percent (35%).
Solution to Exercise 2. To convert zero point zero six five to a percent, shift the decimal point two places to the right: six point five percent (6.5%) or six and one-half percent. To convert to a fraction, write sixty-five over one thousand (since there are three decimal places): sixty-five thousandths. Divide both numerator and denominator by their greatest common factor, five: sixty-five divided by five is thirteen, and one thousand divided by five is two hundred. The simplified fraction is thirteen two-hundredths.
Solution to Exercise 3. To convert two hundred twenty-five percent to a decimal, divide by one hundred: two point twenty-five (2.25). To convert to an improper fraction, write two hundred twenty-five over one hundred. Divide both numerator and denominator by twenty-five: two hundred twenty-five divided by twenty-five equals nine, and one hundred divided by twenty-five equals four. The simplified improper fraction is nine-fourths (or two and one-fourth).
Solution to Exercise 4. To convert zero point zero eight percent to a decimal, divide by one hundred by shifting the decimal point two places to the left: zero point zero zero zero eight (0.0008). To convert to a fraction, write eight over ten thousand. Divide numerator and denominator by their greatest common factor, eight: eight divided by eight equals one, and ten thousand divided by eight equals one thousand two hundred fifty. The simplified fraction is one over one thousand two hundred fifty.
