Understanding Percent as a Rate per 100 - Sixth Grade Mathematics
Percents provide a standardized language for comparing proportions, rates, and parts of wholes by anchoring all comparisons to a universal baseline of one hundred.
Etymology and Meaning: "Per Centum"
The word percent originates from the Latin phrase per centum, which translates literally to "by the hundred" or "out of one hundred." A percent is a specialized ratio that compares a number to 100. The percent symbol (%) represents this relationship mathematically.
The Mathematical Equivalence of Percent:
p % = p / 100 = p out of 100
Examples:
- 45% means 45 out of 100 (45/100 = 0.45)
- 100% means 100 out of 100 (100/100 = 1 whole)
- 5% means 5 out of 100 (5/100 = 0.05)
The 100-Grid Visual Model
The primary conceptual model for percent is a 10-by-10 grid consisting of exactly 100 identical square cells, representing one complete whole.
Visualizing Percents on a 100-Grid:
+---+---+---+---+---+---+---+---+---+---+
| * | * | * | * | * | * | * | . | . | . | <- Row 1 (7 shaded)
| * | * | * | * | * | * | * | . | . | . | <- Row 2 (7 shaded)
| * | * | * | * | * | * | * | . | . | . | <- Row 3 (7 shaded)
| * | * | * | * | * | * | * | . | . | . | <- Row 4 (7 shaded)
| . | . | . | . | . | . | . | . | . | . | <- Rows 5-10 (Unshaded)
+---+---+---+---+---+---+---+---+---+---+
Shaded squares = 4 rows * 7 = 28 squares out of 100.
Percent represented = 28%.
Why Use 100 as the Universal Baseline?
Comparing fractions with different denominators is cognitively demanding: determining whether 17/25 is greater than 33/50 requires calculating common denominators. Converting both to rates per 100 makes the comparison instantaneous: 17/25 = 68/100 (68%), while 33/50 = 66/100 (66%). It is immediately obvious that 68% exceeds 66%. Percents standardize data across business, science, and demographics.
Percents Greater than 100% and Less than 1%
Percents are not restricted to numbers between 1 and 100.

Exercises
Exercise 1. Express each scenario as a percent: (a) 37 out of 100 students walk to school; (b) 89 pennies out of a dollar; (c) 100 completed survey responses out of 100 sent.
Exercise 2. Describe what a 100-grid would look like for 125%, and state its decimal equivalent.
Exercise 3. A medical solution contains 0.25% active ingredient. Express this percent as a fraction in simplest form.
Solutions
Solution to Exercise 1. For (a) 37 out of 100: percent is directly 37%. For (b) 89 pennies out of a dollar: a dollar has 100 pennies, so 89 out of 100 is 89%. For (c) 100 out of 100: 100% (one complete whole).
Solution to Exercise 2. Because 125% is greater than 100%, it cannot fit on a single 100-grid. It requires two 100-grids: the first 100-grid is completely shaded (100 squares = 100%), and the second 100-grid has exactly 25 squares shaded (25%). Together, 100 + 25 = 125 shaded squares out of 100-unit grids. Its decimal equivalent is 125 / 100 = 1.25.
Solution to Exercise 3. The percent is 0.25%. Write as a fraction over 100: 0.25 / 100. Eliminate the decimal by multiplying numerator and denominator by 100: 25 / 10,000. Simplify by dividing top and bottom by their GCF, 25: 25 / 25 = 1, and 10,000 / 25 = 400. In simplest form, 0.25% equals 1/400.
