Understanding Income, Payroll, Sales, and Property Tax: Fifth Grade Mathematics

Taxes are mandatory financial contributions collected by governments to fund public goods and community infrastructure such as roads, schools, emergency services, and parks.

The Four Major Types of Taxes

Citizens encounter four primary categories of taxes in daily economic life:

| THE FOUR PRIMARY TAX CATEGORIES |
+---------------------+----------------------------+-----------------------+
| Tax Type | What is Taxed | How it is Collected |
+---------------------+----------------------------+-----------------------+
| Income Tax | Personal or business | Deducted from paycheck|
| | earnings earned in a year | and filed annually. |
| Payroll Tax | Specific wages dedicated | Automatically withheld|
| | to Social Security/Medicare| by employers. |
| Sales Tax | Retail goods and services | Added to total receipt|
| | purchased at retail stores | at time of purchase. |
| Property Tax | Value of owned land, | Billed annually to |
| | buildings, and homes | real estate owners. |

Calculating Sales Tax

Sales tax is calculated as a percentage of the purchase subtotal:
1. Convert the sales tax rate from a percent to a decimal (e.g., 8% = 0.08).

2. Multiply the subtotal by the tax decimal: Tax Amount = Subtotal * Tax Rate.

3. Round the tax amount to the nearest cent ($0.01).

4. Add the tax to the subtotal to find the final register total: Total Cost = Subtotal + Tax Amount.

Calculating Sales Tax on a $45 Jacket (7% Tax):
  Step 1: Tax rate 7% = 0.07.
  Step 2: Multiply: 45 * 0.07 = $3.15 tax.
  Step 3: Total cost: 45 + 3.15 = $48.15.

How Tax Revenues Serve Communities

Taxes provide services that individuals cannot easily build for themselves:
- Local property taxes fund local public schools, public libraries, fire departments, and police protection.

- State sales and income taxes maintain state highways, state parks, and universities.

- Federal income and payroll taxes fund national defense, Social Security retirement benefits, and healthcare infrastructure.

Exercises and Solutions

Exercise 1: Calculating Sales Tax and Total Purchase. A customer buys a bicycle helmet for $35.00 and a repair kit for $15.00. The local sales tax rate is 6%. Find the subtotal, the sales tax amount, and the total cost at checkout.

Solution 1: Step 1: Calculate the subtotal: 35.00 + 15.00 = $50.00. Step 2: Convert the 6% tax rate to a decimal: 6% = 0.06. Multiply subtotal by tax rate: 50.00 * 0.06 = $3.00 sales tax. Step 3: Add sales tax to subtotal: 50.00 + 3.00 = $53.00 total cost.

Exercise 2: Classifying Tax Situations. Identify which type of tax (Income, Payroll, Sales, or Property) applies to each situation: Situation A: An annual bill paid by a homeowner based on the county assessment of their house. Situation B: Money withheld from a worker's paycheck specifically for Social Security. Situation C: An extra $1.60 charged at a shoe store on a pair of running sneakers.

Solution 2: Situation A is a Property Tax because it is based on the assessed value of real estate (a house). Situation B is a Payroll Tax (specifically FICA) because it is a dedicated wage tax for Social Security and Medicare. Situation C is a Sales Tax because it is an added percentage charge paid at retail checkout.
